Basarabeasca Authorities Supported by the RDA South and GIZ Establishes the District Energy Efficiency Program

A Working Group for Strategic Planning in the field of Energy Efficiency was created in Basarabeasca, It aims to develop a work plan, in order to collect relevant data in this field and identify the challenges which the LPA face in the process of public buildings management. The working group has also to propose the optimal solutions for adopting measures in reducing the final energy consumption and CO2 emissions.

The first meeting of the Working Group aimed to setting out the actions to be undertaken in the near future, to approving the structure of the future Energy Efficiency Program of Basarabeasca district and the implementation action plan developed by the experts. Mrs Natalia Dubalari, Specialist in Strategic Planning at the RDA South, has made a review of the relevant to the EE sector regional policy. The RDA South representative has also informed about the criteria for establishing priority projects under the Sectorial Regional Program in the field of Energy Efficiency, developed with the support of the German Federal Enterprise for International Cooperation (GIZ) and approved by the Regional Development Council South on February 11, 2014.

The energy manager of the Basarabeasca district Mr Anatolie Chiurcci, has presented a synthesis of the data about the state of affairs of energy-consuming public buildings collected from the territory.

Mr Ion Meleştean the GIZ expert has also carried out a preliminary analysis of these data of a major importance. This one is to be relevant in taking decisions on the implementation, at the level of district, of energy efficiency improvement solutions in energy-using systems from the financial management of LPA.

At the same meeting, the members of the Working Group for Strategic Planning in the field of Energy Efficiency were informed about the structure of the District Programme and the Action Plan for Energy Efficiency, presented in draft version by the GIZ expert, Mr Ion Muntean.

There were also approved the criteria that in the future will be the basis for establishing the priority projects within the Regional Program in the field of Energy Efficiency, later the local authorities of Basarabeasca district will look for funding.

"The assistance given by the RDA South and GIZ to the Basarabeasca district authorities in the field of energy efficiency of public buildings is of a major importance. Basarabeasca district needs large-scale investments. Without a healthy generation, we cannot speak about a sustainable development" said Mr Piotr Puscari, the president of Basarabeasca district. He reiterated both his personal support and the involvement of all the officials and specialists of the District Council in the related activities to the elaboration of the District Programme in the Field of Energy Efficiency.

The activities of the Working Group for Strategic Planning in the field of Energy Efficiency Basarabeasca are facilitated by the RDA South specialists and GIZ consultants in the context of implementing an Energy Efficiency Project in Basarabeasca District: "Increasing the Energy Efficiency of the Theoretical Lyceum "Matei Basarab" from Basarabeasca town".

The project is implemented by the RDA South and funded by the European Union through the German Federal Enterprise for International Cooperation (GIZ), within the "Modernization of Local Public Services in the Republic of Moldova (MLPS)" project.
