Aqueduct Leova-Iargara-priority of yesterday and today

"It is no secret that the South region is at a disadvantage compared with the North and the Central regions of the country. Efforts are being made to bring the South region on a par with the other regions ... "declared Ms. Efrosinia Grețu - President of the Leova District Council and the South RDC, in opening the working meeting on August 23, 2013.

          

 The meeting was attended by Ph. Johannsen-country manager at GIZ-Water Supply and Sanitation (WSS) sector, V. Binzaru-head of GDRD, M. Culeșov- South RDA Director, L. Meleca, Al. Muravschi - experts at GIZ and E. Lupașcu - Chief Project Manager within the framework of the South RDA.

They discussed and analyzed the implementation stages of the water supply project for the residents in the District of Leova and analyzed the results of a pre-feasibility study, carried out by experts at GIZ. Mr. Valerian Bînzaru came up with the following recommendations to adjust the technical data realized in 2007-2013, assessment of the citizens to pay fees, technology changes used for water treatment plants, and pump-capacity with low power consumption.

GIZ expert, Leonid Meleca, has completed an in-depth study of the situation in the territory in which he adjusted the needs of each group of beneficiaries and noted that an increase in price was inevitable. Therefore it would require a socially-vulnerable subsidy with a reduced capacity for the services of WSS.  

"To resolve this problem we will organize a meeting with MRDC, Ministry of Environment and GIZ, which will convey the message about the urgent need for water supply for the District of Leova to the  Department of Civil Engineering of GIZ", concluded Valerian Bînzaru.  For his part, Ph. Johannsen said "GIZ is ready to grant financial support, and consult only for the liquidation of disparities from the feasibility study..."

Finally, the Working Group agreed on the following activities:

  • Awareness campaigns for the "value" of water by consumers;
  • Empowering citizens through construction of a sewerage system.
  • All municipalities will agree to transfer water supply networks to the management of a single operator.

In this context, Mr. V. Binzaru came up with the recommendation to use the example of Cahul, which will be a benefit for this project. Ms. E. Grețu gave thanks for the support given by the working group convened in Leova and has already expressed confidence that by 2015 they will have the solution to the water supply problem in the District of Leova.

While monitoring visits in the south region, the Director of the GDRD and specialists from South RDA also paid a visit to the project "Salty Lake". Here he organized a meeting on the construction site to evaluate the quality of the work, and inspect the objections to the quality of the works performed, the use and storage of building materials, and to the rhythm of the work. All objections have been listed in the technical paper, the entrepreneur will indicate the terms under which it will eliminate all shortcomings.

            

In this context, monitoring visits in the South have revealed the successes, as well as failures in the implementation of regional development projects.
