In June 2013, regional development agencies (RDA) will be able to opt out of a multitude of paper documents with which they work day in and day out and they will replaced by electronic methods. That's because on that date the management of documents and Records of the regional development agencies (SIIADR) will already be operational on a computer system. SIIADR is an information technology solution identified to have immediate impact and benefits for ADR. It is a solution of government by Government, Government to business and Government to citizens. It is aimed at ensuring the transition from traditional methods of manual processing of paper documents to digitizing all of its reports and activities.

The system was officially launched on 7 February in Chisinau in a meeting with the participation of representatives of ADR, GIZ and MDRC. Annually, over 1500 documents are included in the correspondence of each ADR. That's without taking into account the substantial package of measures accompanying the procedures for procurement. Annually, each RDA spends about 30,000 lei for the paper. Financial support for ADR for the unique information system was assured by the German Ministry for Economic Cooperation and Development (BMZ), offered through the project Modernization of Local Public Services in Republic of Moldova, and managed by an agency for international cooperation (GIZ). Through this support, GIZ aims to increase the capacities of its partners-the Ministry of Regional Development and Construction and other regional development agencies by coordinating and monitoring the process of regional development.
