The team of the Ministry of Regional Development and Construction (MRDC) and the three regional development Agencies (RDA) participated on 13-14 September 2013 at a training session in the field of internal and external communication. The exercise was facilitated and supported financially by the German Agency for International Development (GIZ), through the project "modernization of local public services in Republic of Moldova".

The training course began with the formulation of the mission and institutional vision by each employee, to emphasize that all the provisions and decisions in which it works tend toward a goal and towards a common direction. Then, the participants were divided into groups, and had the following sessions:

  • Public discourse, elements of elocution and intelligence (verbal language, non-verbal, Para- verbal and dress expression).
  • Institutional communication: internal flows of communication and institutional image vs. personal.
  • Crisis communication: a spontaneous reaction to planned communication.
  • News value and use of press releases.
  • Press Conference: routine at special events.
  • The planning, conduct and evaluation of communication campaigns.
  • Communication via online tools.

"We are convinced that without communication we cannot move from this place. What matters is internal communication and team spirit. Only thus can we come to the public with a common, coherent message, understanding our role and where we are going ", informed the Minister of Regional Development and Construction, Marcel Răducan. In the previous year, GIZ facilitated on November 2-3 for the deployment of a training course dedicated to internal and external communication. Through such training sessions, GIZ aims to increase the capacities of its partners - Ministry of Regional Development and Construction and Regional Development Agency - to coordinate and monitor the process of regional development. However, for this we need an effective system of communication, both internally and externally.
